 | The HETAC Policy on Registration of Providers and the associated Procedure for Assessment of Applications for Registration as HETAC Provider establish principles and processes in respect of Provider Registration. Organisations interested in becoming HETAC providers should read these documents carefully.
All intending Applicant providers must attend an Open Forum at HETAC and should contact HETAC for the next Open Forum date.
There is no provision for Validation of Programmes by HETAC independent of Registration as a Provider therefore all the stages listed below must be completed in order to have a programme validated by HETAC.
Registration as a HETAC Registered Provider is the successful outcome of a six stage process:
| 1 |
Interested organisations make an enquiry and meet with HETAC staff to obtain information and general guidance. This may occur after attendance at a public briefing. |
| 2 |
An application (also available in PDF format) is submitted with the correct application fee. |
| 3 |
Basic eligibility is determined by HETAC through a documentary assessment and associated site visit. |
| 4 |
If deemed ‘eligible’ an organisation is invited to then submit for evaluation:
a. a self-evaluation report (15-20 pages of a SWOT type reflection against the 7 HETAC Registration Principles)
b. quality assurance policy & procedure documentation. A Guideline on the creation of a Quality Assurance Manual is available here.
c. a costed business plan providing information on projected student numbers and associated financial sustainability.
The evaluation is conducted by a panel of experts who also undertake a site visit.
In preparation of the self-evaluation report and the quality assurance policy & procedures the following should be helpful:
a. European standards and guidelines for quality assurance in higher education - Part One - 7 Elements of Internal Quality Assurance (formally adopted as the standard for higher education and training provision in Ireland)
b. HETAC Guideline on a Quality Assurance Manual
c. HETAC policy on Collaborative Provision, Transnational Awards, Joint Awards
d. Pre-submission checklist |
| 5 |
Subsequent to a positive evaluation an organisation will be invited to submit a programme of education or training for validation. The templates used for the submission associated with this part of the process are the same as the templates used by a current HETAC provider seeking validation of a new programme. A very useful document with excellent guidance on the concepts underpinning the preparation of programmes is HETAC's Assessment and Standards document. This document should be carefully consulted in the preparation of a programme submission. |

Decision by council.
Reports that issue from this process are published.
